There are many posts for teachers that are vacant in Odisha, that can be filled up under the new promotion given under School and Mass Education Odisha. Chief secretary Satyabrata Sahoo of this department informed to media regarding this.

 

 

The Chief secretary, all directors, and all joint directors have discussed the problems associated with teachers’ vacancy in Odisha. Importance was given to the vacant teacher posts in Odisha.

 

Different steps are taken to increase the activities that are existed in this department told by the Chief secretary. Each district will be provided with senior staff as a nodal officer. Joint directors and other directors will review the activities of each district. Every Monday the Chief secretary Will discuss with all the senior staff regarding different problems associated with this department.

 

Under the guidance advice of the Chief Minister, Chief Secretary told that the syllabus of primary and upper primary school will be reduced as all educational institutions are shut down due to COVID-19.

 




 

About Cadre Rule 2020: Primary and Upper Primary School Teacher in Odisha

The school and mass education department of Odisha released the carder rule 2019 for the recruitment and service condition of an elementary school teacher, as per amendment cadre rule 2019. The details notification is the publication in the Odisha Gazette.

School and Mass Education: Primary and Upper Primary School Teacher in Odisha 2020

 

The Odisha Elementary Education the  Recruitment and Conditions of Service of Teachers and Officers, As the Amendment rule 2019,
 
a. The words Assistant Teachers before the words Headmasters / Headmishess of the Government Primary and Upper Primary Schools in Odisha.
b. The words Senior Teachers, Graduate Teachers shall be inserted and after the words Headmasters or Headmistress of the Government Primary and Upper Primary Schools in Odisha.
c. The words Assistant Block Education Officers and expression of the Senior Headmaster or Headmistress of Government Primary Schools as the case may be inserted.
 
d. the words as District Education Office the words Senior Block Education Officer shall be substituted. Service Level as cadre Rule 2019 Odisha Education Service
 
The service  Levels, namely called-
 
 A. The Odisha Elementary Education Service, Level-V(A)
B. The Odisha Elementary Education Service, Level-V(B)
C. The Odisha Elementary Education Service, Level-lV
D. The Odisha Elementary Education Service, Level-III
E. The Odisha Elementary Education Service, Level-II
F. The Odisha Elementary Education Service, Level-I
G. The Odisha Elementary Education Service, Level-l (Senior)
 




(i) The Odisha Elementary Education Service, Level-V (A) shall consist of the post of Assistant Teachers of Government Primary Schools and Assistant Teachers of Government Upper Primary Schools, Odisha as per carder rule 2019

(ii)The Odisha Elementary Education Service, Level-V (B) shall insist on the post of Senior Teachers of Government Primary Schools and Senior Teachers of Government Upper Primary Schools, Odisha as per carder rule 2019

(iii)The Odisha Elementary Education Service, Level-lV shall consist of the following categories Namely:
 
(a) Headmasters / Headmistresses, as the case may be of Government Primary Schools.
 
(b) Graduate Teachers of Upper Primary Schools
 
(iv)Senior Headmaster or Headmistress of Government Primary Schools.
 
(v)The words additional District Education Officer shall be substituted by the words Senior Block Education Officer, carder rule 2019
 
Before the words and the expression Level-IV, the words and expression Level-V (A) and Level-V (B) shall be inserted, Cader rule 2019
 
(a) For the word and expression, Level-V shall be the substituted by the word and expression Level-V(A) and for the words Block Education Officer, the words senior Block Education Officer / Block Education Officer shall be substituted, Odisha carder rule 2019.
 
 
(b)The Senior Block Education Officer / the Block Education officer shall issue the appointment order to the Junior Teacher selected by the committee for absorption as Assistant Teacher, Level-V(A).
 
(c)For the posts of Odisha Education Service-II (School Branch). For direct recruitment by Odisha public service commission, the rules governing the method of recruitment in respect of Odisha Education Service-II (School Branch) officers shall be applicable. Existing Elementary Cadre Teachers having required qualifications to be given scope to participate in the competitive examination with age relaxation for five years.
 
The post of Senior Block Education Officer or such other post shall be filled up by way of promotion from the members of Level-l of the service as per the decision of the State Government.

The Step Promotion, As Cadre  Rule (2019-20): Primary and Upper Primary School Teacher in Odisha

The Vacancies in the posts belonging to Level-V(B), lV, III, II, I, and I (Senior) shall be filled up by way of promotion.
 
The committee within their respective power shall draw up lists of all eligible candidates for promotion from:
 
 Level-V(A) to Level-V(B)
 Level-V(B) t Level-lV
 Level-lV to Level-III
 Level-III to Level-II
 Level-ll to Level-I
 Level-I to Level-I(Senior)
 
 
After its approval by the Director, Elementary Education for promotion from Level-V(A) to Level-V(B), Level-V(B) to Level-lV and Level-lV to Level-ll of the service, the District Education Officer shall make a necessary allotment to the Senior Block Education Officer or Block Education Officer and for the issue of appointment orders.
 




Promotion to The Posts Belonging Level-V(B) of The Service, As Carder Rule (2019-20)

 
(1) To eligible for promotion to the posts belonging Level-V(B)of the service, the candidate must have served for a continuous period of four years in the posts belonging to Level-V(A) of the service provided that:
 
(i) 50% of the vacancies shall be filled up by the candidates having passed High School Certificate or Higher Secondary (10+2) Examination or Graduation with Secondary Teachers Training/ Certified Teachers Course/Diploma in Elementary Education from any recognized Board or University or an equivalent thereof and have passed Odisha Teachers Eligibility Test-l (for candidates engaged as Sikshya Sahayak or Junior Teacher (Contractual) against the advertisement published after (11 /02/2011).
 
(ii) 50% of the vacancies shall be filled up by the candidates possessing a Bachelor Degree in any discipline with Secondary Teachers Training/ Certified Teachers Course/ Diploma in Elementary Education or Bachelor in Education / an equivalent examination and training course from a recognized Board or University and having passed Odisha Teachers Eligibility Test-!! (for candidates engaged as Sikshya Sahayak or Junior Teacher (Contractual) against the advertisement published after11/02/2011)
 

Promotion to the post of Headmaster/ Headmistress, As Cadre Rule (2019-20): Primary and Upper Primary School Teacher in Odisha

In order to be eligible for promotion to the post of Headmaster/ Headmistress of the Government Primary Schools in Level-lV of the service, the candidate must have passed High School Certificate/Higher Secondary Examination / Graduation with Secondary Teachers/ Training/ Certified Teachers Course/ Diploma in Elementary Education or Bachelor in Education and must have served for a continuous period of two years in the posts belonging to Level-V(B) of the service. ln order to be eligible for promotion to the post of Graduate Teachers in Government Upper Primary schools in Lever-IV of the service.




 
 
The candidate must have possessed a Bachelor Degree in any discipline or an equivalent examination with Secondary Teachers Training certified  / Diploma in Elementary Education / a Bachelor in Education and must have served for a continuous period of two years in the posts belonging to Level-V(B) of the service.
 

Promotion to The Post of Graduate Teachers Government Upper Primary schools in Lever-IV of The Service, As Cadre Rule (2019-20)

 
(i) ln order to be eligible for in promotion to the post of Graduate Teachers Government Upper Primary schools in Lever-IV of the service, the candidate must have possessed a Bachelor Degree in any discipline/an equivalent examination with Secondary Teachers Training /certified reachers course / Diploma in Elementary Education/  Bachelor in Education and must have served for a continuous period of two years in the posts belonging to Level-V(B) of the service, As per carder rule 2019.
 
(ii)In case of non-availability of an adequate number of persons for promotion to Level-lV of the service six years of service in Level-V(A) and V(B) shall be taken together for the consideration of promotion but must have rendered at least one year service in Level-V (B), As per carder rule 2019.
 

Promotion to The Post of Senior Headmaster in Govt. Primary School, Promotion to The Post of Senior Headmaster in Govt. Primary School (2019-20)

 
To be eligible for promotion to the post of Senior Headmaster in Govt. Primary School in Level-llI of the service, The candidate must have passed High School Certificate / Higher Secondary (+2) Examination or Bachelor Degree in any discipline with Secondary Teachers Training/ Certified Teachers Course / Diploma in Elementary Education or Bachelor in Education or an equivalent examination and must have served for  a continuous period of two years in the post of Headmaster of Government Primary School belonging to Level-lV of the service.,As per carder rule 2019.
 
In order to be eligible for promotion to the post of Headmaster in Government Upper Primary School in Level-llI of the service, The candidate must have obtained a Bachelor Degree in any discipline with Secondary Teachers’ Training or Certified Teachers Course or Diploma in Elementary Education or Bachelor in Education or any equivalent examination and must have served for a continuous period of two years in the post of Graduate Teacher belonging to Level-lV of the service.

Promotion to The Post of Assistant Block Education Officer, As Cadre Rule (2019-20)

To be eligible for promotion to the post of Assistant Block Education Officer in Level-ll of the service, a candidate must have possessed a Bachelor Degree in any discipline / equivalent examination with Secondary Teachers’Training / Certified Teachers Course / Diploma in Elementary Education or a Bachelor in Education / any equivalent examination and must have served for a continuous period of two years in the post of Headmaster of Government Upper Primary School belonging to level-llI of the service. As per cadre rule 2019.
 

Promotion of Block Education Officer, As Cadre Rule (2019-20)

ln order to be eligible for promotion of Block Education Officer in Level-I of the service. The candidate must have possessed a Bachelor Degree in any discipline or an equivalent examination with a Bachelor in Education and must have served for a continuous period of two years in the post of Assistant Block Education Officer belonging to the level-ll of the service, Odisha cadre rule 2019.
 

Promotion of The Post of Senior Block Education Officer, As Cadre Rule (2019-20)

 
For the promotion of the post of Senior Block Education Officer or such other post in Level-l (Senior) of the service, the candidate must have served for a continuous period of two years in the post of Block Education Officer belonging to Level-l of the service.
The words and expression Level-V, Level-lV and Level-III, The words and expression Level-V(A), Level-V(B), Level-lV, and Levet-III shall be substituted, Odisha cadre rule 2019
 
The  Separate Gradation list of Assistant Teachers in Level-V(A) of the service shall be prepared to take into consideration the following qualification and training.

 

(i) High School Certificate or Higher Secondary or  Bachelor Degree in any discipline or equivalent examination with Secondary Teachers Training or Certified Teachers Course or Diploma in Elementary Education and pass in Odisha Teachers Eligibility Test
 
(ii) Bachelor Degree in any discipline or an equivalent examination with Secondary Teachers’ Training or Certified Teachers Course or Diploma in Elementary Education or Bachelor in Education and pass in Odisha Teachers Eligibility Test -ll.
 
 
The teachers appointed against the advertisements published on 11/0/2011  are exempted from passing Odisha Teachers Eligibility Test-l and Odisha Teachers Eligibility Test -ll.
 
(2) Separate Gradation list of Senior Teachers in Level-V(B) of the service shall be prepared after taking into consideration the option exercised by the Senior Teachers, as will be notified, having qualification of Bachelor Degree in any discipline with Secondary or Diploma in Elementary Education and pass in Odisha Teachers Eligibility Test-l for considering promotion to Level-lV of the service provided that such Senior Teachers in the Level-V(B) of the service,  become Graduate Teacher, have passed Odisha Teachers’ Eligibility Test-ll.
 
They shall be placed in the Gradation List of Senior Teachers with Bachelor Degree below the existing teachers taking into account the date of passing of the Odisha Teachers Eligibility Test -ll as well as the seniority in the merit list finalized for promotion to the grade of Level-V (B) of the service.
 
All existing teachers working in Level-V of the service shall be treated as a member of Level-V(A) of the service from the commencement of these rules. The seniority of such teachers shall be determined concerning the date of their appointment as a member of Level-V.
 
The seniority shall be determined based on the absorption of Junior Teachers as regular teachers as per the merit list and this seniority will be taken into consideration while preparing the gradation list at different levels including the gradation list of Level-III  as Upper Primary Headmasters.
