Recruitment and Guideline for Sikshya Sahayak Teachers in Odisha 2020
 
You probably know that the Indian Constitution has ensured that the State should provide education to its citizens. Earlier education was a state subject but later in 1976 an amendment was made under Article-42, where education was kept as ‘concurrent list’. This means now both centers and states can now make different policies to improve the educational system in India.
 
The central government and all state governments are now trying very hard to improve the literacy rate in India. After that government made education a fundamental right under ‘Right to Education’ in 2002 by the 86th Amendment Act. It was enacted after 8 years in 2010. This act tells that, all the children between the ages group 6 to 14 years will be provided with free and compulsory education. 
 
Keeping this view every government is now trying hard to provide free and compulsory education to our children. Odisha is also making different policies and guidelines from time to time. The most important thing is that to make this successful, we need basic infrastructure and human resources like teachers. And as part of this, the Government of Odisha has provided some guidelines for new candidates who wanted to join as Sikshya Sahayak teachers.

Why we need Sikshya Sahayak Teachers in Odisha? 

To fulfill the commitments of the Right to Education, Free and Compulsory education to our children of age group 6 to 14 years, we need more and more teachers. For this Government, Odisha released guidelines for Sikshya Sahayak Teachers in Odisha. These Sikshya Sahayak Teachers will teach students from classes I to VIII. 
 
The post for Sikshya Sahayak teachers are on a contract basis. And every year this contact will be renewed on the basis of their performance and sincere.
As you know this will also provide new employment for new graduate and 10th+2 Students to become a teacher. So, keeping in that view from both sides providing employment and giving education to school children’s Government of Odisha has made a good decision.

Academy Authority for Sikshya Sahayak Teachers in Odisha

As the Academy Authority, the National Council of Teacher Education(NCTE) has laid down the minimum Qualification for Sikshya Sahayak teachers from classes I to VIII in Odisha.
 
From time to time NCTE releases guidelines for different eligibility criteria for teachers. As a Teacher Eligibility Test (TET) is one of the important criteria to become a teacher, NCTE also releases guidelines for this.
 
Accordingly, the Odisha government has also released guidelines for Odisha Teacher Eligibility Test (OTET).
Power is given to respective Zilla Parishad and Other Panchayati Raj institutions, for the functions of Elementary Education. Sikshya Sahayak should be coterminous with the Sarva Sikshya Abhiyan Scheme.
 
Appointment of all Sikshya Sahayak teacher’s posts will be made by the respective Zilla Parishad according to different categories. This category will be based on Graduate with B.Ed., Higher Secondary (+2 or it’s equivalent) with C.T/ DI. Ed under Sarva Sikshya Abhiyan (SSA) scheme.

 

Procedure of selection for Sikshya Sahayak Teachers in Odisha

 
Selection Committee for Sikshya Sahayak Teachers:
 
From the respective Zilla Parishad Selection Committee to be headed by the Collector-cum-Chief Executive Officer, Zilla Parishad as Chairman and District Education Officer, All the Block Education Officers of the District, District Project Coordinator (SSA), District Employment Officer and the District Welfare Officer as members. The District Project Coordinator (SSA) will act as Convener of the Committee, who shall prepare the draft select list and place the same before the Zilla Parishad with due approval of Collector-cum-CEO, ZP. The final selection will be made by Zilla Parishad within 15 days at the maximum.
 
Creation of Vacant Posts for Sikshya Sahayak Teachers:
 
Vacant posts for Sikshya Sahayak teachers in Odisha are created due to the vacancy in the Elementary School. Vacancy in Primary and Upper Primary School occurs due up-gradation of their existing posts.
 
Selection Methods:
 
Selection will be based on a merit basis. That is on the basis of the percentage of marks secured in each category.
 

 

  • Candidates having qualifications of Higher Secondary (+2 or its equivalent) with 2-year Diploma in Elementary Education or C.T or 2 years Diploma in Education (Special Education):-  The percentage of marks secured by the candidates in [ HSC  +  Higher Secondary (+2) + 2-year Diploma in Elementary Education or C.T /Diploma in Education (Spl. Education)] Examinations shall be considered.
  • Candidates having qualification of graduation with B.Ed:- the percentage of marks secured by the candidates in [HSC examination + pass / Hons. subjects + B.Ed. / Spl. B.Ed.] The examination shall be considered.
  • ln case, two or more candidates secure the same marks, the candidates older in age and if ages are same, the candidates passing High School Certificate Examination earlier will be placed above the other in the select list.

 

Tenure of Sikshya Sahayak Teachers in Odisha

Recruitment to the posts of Sikshya Sahayak Teachers in Odisha will be on “Contract Basis” for 1 year. Every year it will be renewed depending on the performance of the candidate. Zilla Parishad Or Collector-cum CEO will review the past working, attendance, the discipline of teachers, and renewed for the next 1 year. 
 
The Sikshya Sahayak (SS) can be removed from engagement with prior notice of 30 days if she/he violates the conditions of the contract on the basis of adverse reports of the School Managing Committee.

Procedure to Apply for Sikshya Sahayak Teachers in Odisha

Method Application Submission- Online
 




Choice of District- Candidates can submit one application to any of the 30 districts
 
Merit List- District wise, post wise and category wise 100% merit list(as per vacancies will be prepared by OPEPA through NIC as per district preferences submitted by the candidates and merit of the candidates. The draft merit list will be published in the OPEPA website
 
Documents Verification- Document verification will be done at the district level as per the schedule to be published by OPEPA from time to time for a different round
 
2nd Round Selection- 2nd round online selection procedure will be repeated for vacancies arising out of non-joining candidates if any and is only applicable to the eligible candidates who have already applied but not got selected in any district in the 1st round online procedure of selection.

Eligibility Criteria for Sikshya Sahayak Teachers in Odisha

 
Category-1
a. Higher Secondary (+2 or it’s equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (CT).
OR
Higher Secondary (+2 or it’s equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)
OR
 
Graduation and 2-year Diploma in Elementary Education/2-year Diploma in Special Education. 
 




b. Pass in the Odisha Teacher Eligibility Test (OTET-Category -l)
 
c. Candidates must have Odia as MIL up to Class-X or pass in Odia 
language test equivalent to Matric standards
Category-2
 
(a) Graduation with at least 50% marks and 1- year Bachelor in Education (B. Ed.).
OR
Graduation with 50% marks and 1-year B.Ed.(Special Education)
OR
Higher Secondary (+2 or it’s equivalent) with at least 50% marks and 4 -year B.A. B.Ed./ B.Sc. B.Ed.
 
(b) Pass in the Odisha Teacher Eligibility Test (OTET-Category -ll)
 
(c) Candidates must have Odia as MIL up to Class-X or pass in Odia language test equivalent to Matric standard.
 




Note: Provided that relaxation of 5% in minimum qualifying marks in Higher Secondary (+2) or in graduation level, as the case may be, shall be allowed to the candidates belonging to SC, ST, SEBC & PWDs.
 

Age Criteria for Sikshya Sahayak Teachers in Odisha

Candidates shall not be below 18 years of age and above 32 years of age as on the date of publication of advertisement. ln case of SC/ST, Women, Ex-Servicemen & SEBC candidates the upper age limit may be relaxed by five years, and in the case of PH candidates the upper age limit may be relaxed by 10 years.
